[*] Scope of Service:

(1) Vendor needs to provide paper to digital document scanning services using scanning resolution at 300 dpi in single or multi page PDF, TIFF or JPG file format.
- City must have access to all documents outsourced for scanning upon request, with a hard copy or electronic file provided within 24 hours. A general index sheet of the items in each box will be prepared and included in the box to keep track of records.
- Duplex scan documents to capture both front and back of document where needed
- Images must be oriented correctly for viewing
- Image Clean-up: the scanned document should be de-skewed and de-speckled, blank pages and black borders removed and background suppression where the image will be enhanced by such processes
- Documents indexed with up to 7 fields. Indexing sources may include scan sheets, file folders, and image verification
- Indexing and image information in XML and CSV format (documentation and sample available upon request)
- OCR all content with guarantee of 99.5% accuracy on images
- Enhance any “low quality” images that are determined to have enough quality to produce a readable digital image.
(2) Approximately work volume will be:
- 200 banker boxes of planning division documents,
- 3 banker boxes per month of building division permit files.
(3) All the questions must be submitted no later than March 1, 2023
(4) The contract period will be for two years.
