[*] Scope of Service:

(1) Vendor needs to provide paper to digital scanning, image enhancement and indexing services in TIFF, CSV file format.
- Improve quality of digital images. Mask to remove content outside of page area, adjust contrast or apply filter to improve legibility, with extra focus on documents with handwritten information, or use other image enhancement methods to improve quality of images. Any image manipulation must not change the image from the original size per dpi resolution
- Provide image files in tiff format and if importing index data provide associated data in flat-file CSV format such that images and data can be imported and indexed using County’s current record management system, Landmark.
- Attend coordination meetings with county staff via Teams online meeting platform
- Scan, enhance and index 140 books across three (3) sets, The Commissioner’s Records and Proceedings, The Marriage Index and Separation Records
- Digitally enhance and index a sample set of documents for review and testing prior to commencement of full project
- Digitally enhance and index documents using a mutually agreed upon schedule
- Provide reports of images enhanced, indexed, and imported or prepared for import. The report will indicate which images contain illegible portions and may benefit from a new scan from original source book
- Rescan images that are found to be unreadable and were mistakenly uploaded to system
(2) Approximately work volume will be scan, enhance and index 140 books across three (3) sets.
(3) All the questions must be submitted no later than January 18, 2023
(4) The contract period will be for two years
