[B] Scope of Service:

(1) Vendor needs to provide microfiche and microfilm library conversion service of voter’s registrar’s records and election poll sheets in TIFF, PDF, JPEG, GIF, JPG or PNG file format.
- Records and election poll sheet files date over 95 years and are archived in microfiche and microfilm; slides, 16mm and 35 mm films.
1. Assessment and pre-conversion process
• Review and evaluate existing records
• Analyze what percentage of images require restoration
2. Restoration and conversion process
• data analysis and extraction
• Restoration and configuration
• Perform and schedule testing of data
• Exporting of single or multiple pages in tiff, pdf, jpeg, gif, or PNG format
3. Record management
• Resource deployment and monitoring, including camera network utilization
• Technological capabilities and ability to deal with future technologies
4. Conversion completion and training
• Completion of electronic conversion
• Completion of record management
• The delivered system must emulate search capability from microfilm.
• The delivered system must work with or without a database
• The delivered system must include the following User functionality:
• Image Zoom capability
• Printing of single or multiple pages, or portions of images
• Exporting of single or multiple pages in TIFF, PDF, JPEG, GIF, or PNG format
• Exporting of bi-tonal or grayscale images
• Email of single or multiple pages
• Temporary or Permanent Redaction
• Ability to redact entire image or portion of image
• Ability to Adjust JPG image brightness and contrast prior to printing, exporting or emailing
• Ability to de-skew images prior to printing, exporting, or emailing
• Reverse image polarity adjustment
(2) All the questions must be submitted no later than October 14, 2022.
(3) Pre-bid meeting will be held on October 13, 2022.
