(1) Vendor needs to provide Medicaid eligibility operations services for data entry and outbound calls center regarding Medicaid applications and reviews in the most efficient and cost- effective delivery model available.

- Data Entry
• Key in Eligibility documents in an input format determined by agency.
• Accurately and completely key documents as submitted within five (5) business days of receipt.
• Document all actions taken per document keyed in the form of a case note.
• Immediately notify agency contract monitoring staff of technical problems and issues related to the services provided under this contract to include staffing loss, changes in personnel and personnel functions, keying error totals and programmatic problems requiring systems or operations changes.
• Ensure at least ninety-seven percent (97%) of keyed documents shall be error free. Re-keying of documents identified as not having met the error free standard must be conducted on a priority basis and resubmitted within two (2) business days of discovery.
• Provide access to data entry statistics.
• Use a random monthly sample of keyed data to determine keying accuracy.
• Use transmission reports to determine timeliness.
- Outbound Call Center
• The outbound call center shall be available Monday through Friday, with the exception of state holidays, from 8:00 A.M. to 5:00 P.M. eastern standard time.
• The goal of the outbound call center is to improve upon the completeness of Medicaid applications and reviews prior to processing for eligibility determination.
• The outbound call center shall collect missing and replace illegible information from applicants or beneficiaries, reducing contractor’s application processing time and the need for hard copy requests for additional information.
• Approximate historical call were 1,258 calls in September, 1,382 calls in October, 1,236 calls in November and 1,203 calls in December in 2020.
(2) All questions must be submitted no later than December 17, 2021.
(3) A pre-proposal conference will be held on December 17, 2021.
(4) Contract term will be three years.
