[B] Scope of Service:

(1) Vendor needs to provide mass notification system and campus safety solution for the university.
- The system must support notification via SMS, email, and voice messages at a minimum. Additionally, it will provide a means for campus security to quickly identify and respond to personal safety incidents.
- This system will be a key component of our campus safety and emergency communications strategy.
- Must be cloud hosted. Describe any on-site hardware or software installation required, or other deviations from a cloud-hosted / vendor-hosted / SaaS model.
- Provide an overview of the infrastructure platform used to deliver the vendor’s solutions.
- Provide an overview of how the product is expected to perform reliably during widespread regional events impacting many communities.
- The solution must be free of advertisements or marketing and will not be used for any other purpose or sold to third parties.
- Must work across all major wireless carriers and wireless phone models. Describe any limitations and how the system addresses delivery to smaller carriers.
- Must be easy-to-use.
Should minimally support the following notification methods:
a. SMS via SMPP
b. Email
c. Outbound Dialed Voice
d. social media (Twitter, Facebook)
e. RSS feed
f. Common Alerting Protocol (CAP)
i. CAP Producer role (activating other safety systems from vendor’s solution)
ii. CAP Consumer role (activating from another safety system)
g. Push Notifications to mobile app(s) for iOS and Android devices
h. Desktop notifications
i. List any exceptions and other supported modes if applicable
- Must provide the ability to initiate and deliver a notification message to all registered users on a 24/7 basis.
- Must provide a capability to solicit touch-tone responses to voice notifications.
- Must provide a means to target messages to an individual, a subset, or an entire set of contacts known to the notification platform.
- Must support a function to send a message to recipients who have responded and/or to select non-respondents within a single workflow.
- Must provide functionality to ensure that content in templates is not sent without first updating placeholder text with proper values.
- Must support the use of rich text, images and access to other content and resources in email messages.
- Must support file attachments to email messages.
- Must ensure file attachments do not overextend storage capacities or impact message delivery performance.
- Must support configurable email branding for multiple brands. For example, the ability to support individual department, sender name, reply mailboxes, and customized header and/or footers for messages.
- Must allow for a pre-recorded message to precede voice alerts in order to introduce a voice alert. Should function with both text-to-speech and live recorded messages.
- Must allow for administrator configurable CallerID for voice alerting.
- Must provide automated language translations for voice, email, and SMS messages. List supported languages.
- Must provide a means to prompt user to create recorded messages.
- Must be able to redirect return calls to a voice message hosted on the vendor platform.
- Must provide an option to configure a hotline number that can be used to provide timely information to subscribers and the public at large.
- Shall measure and adjust for network congestion or over-subscription during emergency conditions.
- Must provide data analytics for key system functions such as data management, system access, locations, and any other metrics important to maintaining enterprise system integrity.
- Must provide a clear privacy policy for app usage, including usage of location-based services.
- Must provide a user interface to make real time changes to mobile application features, without requiring vendor assistance.
(2) A non-mandatory pre-proposal conference will be held on December 14, 2021.
(3) All questions must be submitted no later than December 21, 2021.
