(1) This project aims to present readers with a digital copy of the original page in an interface that enables page-tuning, zooming, the selection of individual articles advertisements, or photographs for reading or printing and full-text searching with results highlighting on the page image.
(2) We will prepare, collate, pack, and ship the microfilm for the vendor. Microfilm will be shipped to the vendor by United Parcel Service, Federal Express or similar traceable shipping service. Vendor shall be responsible for returning all materials.
(3) Vendor needs to create following on daily basis
- Vendor needs to scanning images in TIF format with 300 dpi, with depth of 8 bits gray-scale or 24 bits color as needed.
- A JPEG 2000 (.jp2) Lossless Compression image file derived from master TIF file
- A text tile containing a character-encoded transcription of the page
- A combination Image/Full Text Searchable PDF derived from the JPEG2000 page image, for printing
- Administrative and technical metadata embedded in the header of the JPEG 2000 (.jp2) image file following the NISO 239.87-2002 Data Dictionary for Technical Metadata for Digital Still Images. We recognize that this metadata element set is large. Please indicate in your proposal which metadata elements from this standard you typically provide.
- An encoded XML file of descriptive metadata for each article and photograph. Required elements include: Title, Byline, and a field that specifies the content type: article, photo, photo caption, editorial or advertisement
- A text-to-image mapping expressed in the ALTO schema;
- Bounding boxes or segmentation created for each article and photograph, so that individual content items may be searched, printed or removed from the page without affecting the remaining content.

(1) We will provide the Contractor Virtual Private Network (VPN) access to the registry index database.
(2) The Contractor will receive scanned instrument images via VPN from assigned registry personnel.
(3) Contractor will check all pages for proper sequence, and will notify us of any missing pages.  The County shall provide the Contractor with re-scanned images containing original missing pages (if any).
(4) Contractor’s project manager will maintain regular contact with our staff to report on the progress of the project and to obtain answers to any questions that may arise.
(5) Contractor will review the land record index for completeness and accuracy, by comparing it to the copies of the original instruments contained on electronic images.  The Contractor will correct any errors, omissions and deletions online via VPN on our system.  Index Verification and Online Correction will have 24-48 hour turnaround time.
(6) Contractor will document all corrections made online to the Registry in a separate corrections report. A Recorded Land Batch Edit Report will be printed, verified and emailed to designated registry personnel.
